1994

The City General Plan designated two parcels totaling 100 acres as a Town Center mixed use district: 30 acres within the City; 70 acres known as the Horseshoe are within the City’s sphere of influence.

1999

Measure C citizen ballot initiative (84%) approved: the site to be prezoned to Town Center.

1999

Local Agency Formation Commission (LAFCO) agreed that the 70-acre part of the site be within City’s sphere of influence.

Spring/Summer 2005

Work began to gain Public Utility Commission (PUC) approval for the railroad crossing at South Napa Junction Road for the Town Center. Without the Rail Road crossing, the project cannot be realized. The PUC is expected to render a decision in 2006.

January & February 2006

Two community meetings - ‘Town Hall Meetings’ occurred to gain public input on desired land uses and activities.

April 2006

The developer submitted project applications with the City Planning Department.

April 20, 2006

The City Council received an update on the project progress and its schedule.
