Planning and Environmental Actions

File Notice of Preparation (NOP)
A Notice of Preparation is a document stating that an EIR will be prepared for a particular project. It is the first step in the EIR process.
Public Scoping Meeting: Identify Scope of Environmental Issues
Public Scoping Meetings are designed to involve community, interested parties and public agencies in the project, invite their comments on the potential adverse effects as a result of the project, and ultimately identify the scope of the environmental studies. A Scoping Meeting is scheduled for May 25, 2006.
Prepare Draft Documents
Prepare the draft documents: Specific Plan, Amendments to General Plan/Zoning, Tentative Subdivision Map, Development Agreement, and Environmental Impact Report.
Circulate Draft Environmental Impact Report (DEIR) (45 days)
DEIR is made available to the community and public agencies for review. DEIR is posted at various places such as libraries, city hall, etc. The intent is that the public agencies and community study the document and submit their comments/concerns to the lead agency, the City.
Planning Commission Public Hearing I
Planning Commission reviews, comments on, and solicits public comments on the Draft Environmental Impact Report.
Prepare Entitlement Documents
Specific Plan, Amendments to General Plan/Zoning, Tentative Subdivision Map, and Development Agreement.
Circulate Final Environmental Impact Report (FEIR)
Prepare Final Environmental Impact Report including responses to comments on Draft EIR. Circulate FEIR for 10 days.
Planning Commission Public Hearing II
Planning Commission review and recommendations on the final documents for the project: Specific Plan, Amendments to the General Plan and Zoning ordinance, Tentative Subdivision Map and Development Agreement. Provide recommendations on FEIR.
City Council Public Hearing I
City Council Hearing of the Public comments on the Project Entitlements* and FEIR.
City Council Public Hearing II
City Council final review and decision (approval or disapproval) on the Project Entitlements* and FEIR.
Napa County LAFCO: Annexation Process
Local Area Formation Commission (LAFCO) review and decision (approval or disapproval) on proposed annexation of 70 acres, within the proposed Town Center, to the City of American Canyon.
